The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Ethiopia, Liberia, Niger, Tanzania, Uganda and South Sudan. AIRD’s objective is to offer operational support, including but not limited to: supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organizations and governments.

AIRD is working with stakeholders in Ethiopia on an anticipated project in Somali Region.  It is in view of this that the Project Manager positions is being advertised.

The purpose of the position is to ensure the appropriateness of food items distribution, efficiency and effectiveness, decision making and learning during project life cycles through Monitoring, Evaluation, Accountability and Learning. In carrying out his/her work, the Project Manager interacts with other internal & external stakeholders, partner organizations and communities across the operational areas.

Key Responsibilities

Specific roles

·        Lead and manage monitoring of a package of projects by planning, organizing, coordinating, communicating and reporting on project and its resources including human resources.

·        Manage staff and program/projects performance and make reporting on to management

·        Develop, adapt food distribution monitoring & program MEAL methodology, approaches and tools, and provide support guidance and ensure their proper use.

·        In collaboration with program/project teams lead the development of food distribution monitoring & MEAL infrastructure and project capacity to ensure that food distribution & MEAL standards and good practices are properly integrated in all phases of the food distribution process and project life cycles.

·        Play lead role in AIRD Programs to institute high standard food distribution and MEAL and practices.

·        Provide technical support for food distribution and MEAL policy, standards, procedures and tools implementation

·        Lead & participate in program/project design and proposal writing in the areas of theory of change, log frame & result framework design, food distribution monitoring and MEAL plan and budget development.

·        Advise and ensure program/project teams on quality data gathering and analysis to facilitate informed program and project design and performance monitoring.

·        Provide research, planning and evaluation guidance and tools for the implementation of new / pilot programs and lead in research and analysis for the development of new programs as per RFA/RFP guidelines.

·        Support program/project teams to set up accountability mechanisms to beneficiaries and community members. Review the responsive use of accountability mechanisms, data, and responses.

·        Support and follow up on research, evaluations and learning events to document lessons learned and best practices from interventions. Prepare or review terms of reference for external evaluators and coordinate collaboration with them.

·        Knowledge management, reporting and learning: Support AIRD in developing metrics and data reporting tools, review project data collection and reporting for data quality and make recommendations for improvement.

·        Oversee the implementation of data management tools for process and quality improvement.

·        Conduct analysis of project and program results to support evidence-based program decision making and program quality improvement, using appropriate software as necessary.

·        Ensure that analysis of evaluation findings and recommendations feedback into improved program quality, evidenced in subsequent program designs.

·        Coordinate AIRD capacity assessments and review of MEAL systems to identify process, systems and capacity gaps.

·        Support in the development of food distribution & MEAL process, system and capacity building plan.

·        Develop materials and facilitate learning events that build capacity through MEAL and project management.

·        MA degree in a related field, especially in the social sciences, development

·        Qualification in social work, or any other relevant discipline; considerable experience in the management of food distribution projects.

·        Specialization and/or professional certification in monitoring and evaluation.

·        Negotiation and influence skills, Strong analytical, critical thinking, research and report writing skills as well as excellent presentation and facilitation skills.

·        Independent, self-starter and creative

·        Ability to work under minimum or no supervision.

·        Must be a team player and ready to work in and contribute to team building environment.

·        Team builder, appreciates cultural diversity and inclusion, safeguarding/ protection issues etc.

·        Computer literate with good presentation skills  Excellent written and verbal communication skills

·        Knowledge and experience in monitoring and evaluation, accountability, learning, research and evaluation methodologies, standards, and practices (preferably in relation to human / social development.
