The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Ethiopia, Liberia, Niger, Tanzania, Uganda and South Sudan. AIRD’s objective is to offer operational support, including but not limited to: supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organizations and governments.

AIRD is working with stakeholders in Ethiopia on an anticipated project in Somali Region.  It is in view of this that the position of Team Leader is being advertised.

The Team Leader – Safeguarding and Accountability will undertake the actual monitoring of food distribution at community level with the assistance of the Monitoring Assistants by implementing food distribution monitoring guidelines and tools that ensure appropriate receipt, storage, fumigation, issuance, transportation and distribution of food items to planned beneficiaries. The purpose of the position is to ensure the appropriateness of food items distribution, efficiency and effectiveness,

Key Responsibilities

Specific roles

1.           Management of Program and System

·        Review local context, provide information to Project manager on adaptive need of food distribution monitoring plan/guides and tools for decision and ensure their proper implementation once decided.

·        Act based on approved food distribution plan of the partner and agreed monitoring standards of AIRD which is approved by the partner in all range of food storage, fumigation, issuance, transportation and distribution to approved beneficiaries

·        Collaborate with key food distribution stakeholders, government and communities in making effective distribution and gathering data including completed & signed distribution list.

·        In collaboration with Monitoring Officers and other key stakeholders provide input to development/adaptation to food distribution monitoring standards and good practices and their integration in all phases of the food distribution process and project life cycle.

·        Exercise and implement food distribution monitoring standards and good practices.

·        Provide technical support to food distribution stakeholders, policy formulation, standards, procedures and tools and make implementation as approved

·        Make an input to improvement of food distribution plan, monitoring and reporting mechanisms and use them in his/her role.

·        Implement plans, guideline and tools for launched programs and assist in research and analysis for the development of new programs as requested.

·        With Knowledge management, reporting and learning, the incumbent shall propose for development of metrics and data reporting tools, review project data collection and reporting for data quality and make recommendations for improvement.

·        Implementation of data management tools for process and quality improvement.

·        Conduct analysis of project and program results to support evidence-based program decision making and program quality improvement, using appropriate software as necessary.

·       Ensure that analysis of monitoring & evaluation findings and recommendations feedback into improved program quality, evidenced in subsequent program designs.

2.           Staff Supervision and Management

·        Supervise and mange staff and their performance and report to concerned parties regularly

·        Collaborate with Operations Manager on personnel management and benefit management

·        Lead teams on quality data gathering and analysis to ensure performance measures on food distribution

3.           Organizational and Team Development

·        Participate in AIRD team capacity assessments and review of monitoring systems to identify process, systems and capacity gaps.

·        Support in the development of food distribution & MEAL process, system and capacity building plan.

·        Develop materials and facilitate learning events that build capacity through MEAL and project management.

·        Support program/project teams to properly use accountability mechanisms to beneficiaries and community members. Provide feedback to his/her supervisor on responsive use of accountability mechanisms, data, and responses for further improvement and institutionalization of best practices.

·       Participate and contribute to research, evaluations and learning events to document lessons learned and best practices from interventions. Provide feedback on review of terms of reference for external evaluators for enrichment and operationalization once approved.

4.           Financial Management and Budget Monitoring

·        Participate in plan and budget development and in monitoring of the same at time of implementation

·        Comply with donor grant compliance requirement, government legal requirement & AIRD internal policy /procedures including acting within GAP

·        Responsible for financial expenditures by staff under his/her supervision at field level

·        Make regular report update to AIRD country Office on expenditure and fund requirement plan

Qualifications, experience and skills

·        BA/MA degree in a related field, especially in the social sciences, agriculture, development studies social work, or any other relevant discipline

·        Experience 4 years leading MEAL especially in a food distribution context.

·        Specialization and/or professional certification in monitoring and evaluation.

·        Knowledge, Skills & Abilities Required: Negotiation and influence skills, Strong analytical, critical thinking, research and report writing skills as well as excellent presentation and facilitation skills.

·        Independent, self-starter and creative

·        Ability to work under minimum or no supervision.

·        Must be a team player and ready to work in and contribute to team building environment.

·        Team builder, appreciates cultural diversity and inclusion, safeguarding/ protection issues etc

·        Computer literate with good presentation skills  Excellent written and verbal communication skills

·        Knowledge and experience in monitoring and evaluation, accountability, learning, research and evaluation methodologies, standards, and practices (preferably in relation to human / social development.
