African Initiatives for Relief and Development (AIRD) is a Ugandan registered Non-profit organization (Foreign NGO) with Registration number 5085. AIRD Head Office in Uganda employs sixty-five (65) international staff in eleven (11) different countries – Burkina Faso, Burundi, Cameroon, the CAR, Chad, the DRC, Ethiopia, Niger, South Sudan, Tanzania and Uganda

AIRD is inviting qualified service providers to submit proposals for provision of Group Life Insurance for its sixty-five (65) international staff in the eleven different countries for the period February 2025 –January 2027.

The purpose of this Request for Quotation is to solicit proposals from different service providers, conduct a fair evaluation based on the prescribed criteria and select a provider who is the best fit for AIRD

The proposed scheme shall provide a group life insurance cover policy for international staff. An insurance company may quote for provision of the life insurance policy on an annual basis allowing for update from time to time to cater for the addition of new staff and deletion of staff who have left the AIRD. This policy shall compensate the insured staff in case of loss of life.

Proposal Requirements

To be eligible for evaluation, the proposal must provide the following:

A.    Technical Proposal

1. Summary applicable benefits for

  • Group Life Extension
  • Critical Illness
  • Last funeral expense
  • Hospital Cash
  • Free cover limits
  • Any other relevant information

2. Details of at lease five last payouts indicating nature of payout – (life, critical illness, funeral etc) location, dates, amounts – indicate currency

  • Other useful information

3. Quotation for each option

i.       1 year cover consideration.

ii.       2 years cover consideration

iii.      3 years cover consideration

iv.     4 years cover consideration and

v.     5 years cover consideration

4. Quotation for

  • Life extension – Assured sum and premium per individual
  • Critical Illness – Assured Sum and premium per individual
  • Last expenses – Assured sum and premium per individual
  • Total Assured Sum and premium

5. Other information deemed necessary. These may include:

·       Medical expenses

·       Hospital maintenance allowance

·       Repatriation of mortal remains

·       Evacuation /emergency transportation

·       Recruitment expense benefit

·       Disappearance

·       Starvation, thirst and or exposure to elements of nature

·       Terrorism extension (Death or Injuries)

·       Pandemics

·       Any other services / benefits with limits should be clearly stated.

6.     Quotations should clearly indicate premium and applicable categories e.g. (East Africa, Africa, Schengen etc.)

a.     Certificate of Registration

b.     Tax Clearance Certificate

c.      Company profile with clear management set up

d.     Business/Trading license for 2024

e.      Certificate/license from Regulatory Insurance Authority

f.        Banks Statement for the last three years

g.       Experience/Reference- At least three letters of reference from other organizations for whom you have

provided similar services in the last three years. Letters should include contact details.

h.      A list of claims successfully completed

B.     Financial Proposal

a.     In USD with detail cost breakdown

b.     Quotation validity

c.      Applicable taxes

d.     Service categories and applicable limits

e.      Payment terms

A quarterly report indicating number of claims, those processed and those outstanding, statement on deletions and additions and any recommendations is always required. We expect minimal AIRD staff involvement in processing of claims; thus, the winning vendor shall have a dedicated account holder to help.

Selection shall be made to the offeror deemed to be fully qualified and best suited among those submitting proposals based on the requirements included in the RFP. Price shall be considered but need not be the sole determining factor. AIRD shall select a proposal which, in its opinion has made the best proposal and shall award the contract to that offeror.

For the above service, staff who join during the policy year will be added on cover on a pro rata basis. Staff who leave the project during the policy year will be deleted and reimbursement made for the remaining period. The insurance company on a pro-rata basis will refund premium upon request from the project for the staff who will leave the organization.
